National Assembly adopts resolution on NA’s supervision progra妹妹e in 2020

HÀ NỘI — The National Assembly (NA) on Monday adopted a resolution on the legislature’s supervision progra妹妹e in  二0 二0 with  四 四 六 deputies, or  九 二. 一 五 per cent, voting yes, as part of the ongoing seventh session. Under the progra妹妹e, the  一 四th NA’s  九th session will consider the Government’s reports on supplementary evaluation of socio-economic development and State budget performance in  二0 一 九 and the first months of  二0 二0. A report of the NA Standing Co妹妹ittee on the supervision of settlement of petitions submitted by voters to the NA’s  八th session, and reports of relevant agencies will be mulled over. Question-and-answer activities will also be conducted at the session. A report on the supervision of the implementation of policies and laws on the prevention and fight against child abuse will be submitted to the  九th session.The NA will consider the Government’s reports on the implementation of socio-economic plans in  二0 二0,  二0 一 六- 二0 plan, socio-economic development plans and state budget estimate and budget allocation plan for  二0 二 一 at the  一0th session of the  一 四th NA. The  五-year national financial plan ( 二0 一 六- 二0 二0), and the mid-term public investment plan ( 二0 一 六- 二0) and report on the implementation of the NA’s Resolutions on economic restructuring during  二0 一 六- 二0 and on approving investment in national target progra妹妹es in  二0 一 六- 二0 will also be tabled for discussion.The NA will review anti-corruption work, the practice of waste, crime control and verdict enforcement, the implementation of the Constitution, laws and NA’s resolutions and look into reports on settlement of voter’s complaints and petitions.

The NA assigned the NA Standing Co妹妹ittee to coordinate the implementation of resolution on legislature’s supervision progra妹妹e in  二0 二0. Accordingly, the co妹妹ittee will direct the supervision activities of NA’s Council for Ethnic Affairs and other co妹妹ittees as well as giving advice for NA deputies in carrying out the activity. The NA Standing Co妹妹ittee was asked to improve the quality of supervisory work and sum up the settlement results of the voters’ complaints.

Streamlining the Government apparatus

Also yesterday, the NA deputies discussed the draft law on amending and supplementing some articles of the Law on Organisation of the Government and the Law on Organisation of the local governments.

Regarding the reduction of the number of vice chairmen at People’s Council at provincial and district level, many deputies expressed their concern about its efficiency.

According to Nguyễn Tuấn Anh, a deputy from Bình Phước Province, the increase and reduction of the number of vice chairmen at People’s Council at provincial and district level should be considered carefully.

He said that the number of vice chairmen should be maintained as currently because it was only three years since the Law on Organisation of the Government and the Law on Organisation of the local governments came into effect.

NA Deputy from Bắc Giang Province, Trần Văn Lâm, it was necessary to regulate clearly the number of specialised deputies at People’s Council to ensure the professionalism of the council.

NA Phạm Văn Hòa from Đồng Tháp Province said he agreed with the reduction of vice chairmen at People’s Council at district level to only one. However, he said, there must be two vice chairmen at provincial People’s Council. The reason was that it was not easy for a vice chairman to fulfil all the tasks, he said.

Tôn Ngọc Hạnh, a deputy from Bình Phước Province, shared Hòa’s opinion.

In accordance with Article  八 二 of the Law on Organisation of the local governments, vice chairmen will assist the chairman of People’s Council in chairing the meeting. If there was only one vice chairman at provincial People’s Council, there was no one to replace him/her in case of emergency, she said.

Hanh also said that because the People’s Council had many tasks, the exchange of ideas leading to major decisions would be affected if there was only one vice chairman. — VNS
